Global Skill Stream

 

In this Global Skill Stream, skilled workers are given Canada work permits and Canada visa applications which are processed within two weeks of application. 

 

With this program, the federal government wants to assist the high-growth companies to bring the talent they required by cutting processing times for a Canada visa application from the time period of six months to just 10 business days.

 

The main point of the Global Skill Stream is that registered employers will need to do commitment by creating jobs for Canadians, under a Labour Market Benefits Plan.

 

The Global Skill Stream is part of a broader Global Skills Strategy which is aimed to help Canadian businesses, including start-ups. 

 

What Are The Key Elements Of The Global Skill Stream?

 

  • – There is a two-week time period for processing the Canada work permit applications (and Canada visa applications when applicable) for highly skilled talent.
  • – The dedicated services for the companies of highly skilled talent makes significant job-creating investment in Canada.
  • – Dropping of the work permit requirement for short-term highly skilled work (30 days or less in 12 months), and brief academic stays.
  • – The companies which are applying for workers through the Global Skill Stream will have a new streamlined application process that will provide them a:
    •      – Eligibility to the workers to have their work permit application within 10 business days.
    •      – Help to guide the eligible employers through the application process and the development of the Labour Market Benefits Plan.

 

What Are The Global Skill Stream Requirements?

In category A, foreign workers should have a specialised and unique talent to qualify for a Canadian work permit, defined as:

 

  • – The knowledge about the industry be advanced
  • – There should be a high-paid position with a salary of generally $80,000 or more.
  • – Either there should be an advanced degree in an area of specialization of interest to the employer or a Minimum of five years of experience in the field of specialized experience.

Digital Media and Design

Position requires a minimum of five years of experience in at least one of the following digital media design skills: 3D modeling, virtual reality, augmented reality, digital media animation, levels editing for digital media design, software editing for digital media design, pipeline software development or applications relevant for digital media design.

The processing fees is $1,000 which is to be paid by the employer which is non-refundable.

 

What is the Labour Market Benefits Plan?

 

The major requirement for Global Skilled Stream is the Labour Market Benefits Plan.

 

It is developed with ESDC, and  it must show how hiring a foreign worker will help a company either by making  jobs for or transfer skills to Canadians.

 

The Labour Market Benefits Plan:

 

In category A, the major  benefit is creating jobs which can be either directly or indirectly, for Canadian citizens and permanent residents.

 

In category B, the major benefit is that it  increases the skills and training investments for Canadians and permanent residents.

 

The Labour Market Benefit Plan provides the two complementary benefits, which cannot be the same as the mandatory benefit. 

 

  • – Job creation,
  • – Transferring knowledge,
  • – Investment in skills and training,
  • – Implementing best practices or policies as an employer for your workforce.
  • – Enhanced company performance

 

General Requirements of Global Skill Stream:

 

Business Legitimacy

 

In this employers have to show the proper evidence that they are actively engaged in the business and in which they need the temporary workers. The employer must provide a job offer related to the service and goods job.

 

The employers who are new to TFWP have to submit a document as proof. But the returning employers do not need to re-submit documents, but they can be asked for some additional proofs.

 

The permissible documents include a legal incorporation form, Canadian business license, tax documents, and attested documents.

 

Recruitment

 

The employers are continuously encouraged and supported to be active to hire Canadians and permanent residents before looking at the workers of abroad countries.

 

Wages

 

The wages provided to the workers should be the same as the prevailing amount given to the permanent residents and Canadians for the same position.

 

Job Duties and Working Conditions

 

Here is a condition that the workers hired under TFWP must only do that job for which they were hired. The foreign workers are protected by the same law by which Canadians and permanent residents are protected. 

 

The provincial and territorial laws cover some points such as:

 

  • – Hours of work (including overtime)
  • – Compensation
  • – Working conditions
  • – Termination of employment

 

Workplace Safety

 

The foreign workers are covered by provincial or territorial workplace safety insurance if required by law.  There can be a private plan but it should match or be better the terms of the provincial or territorial plan.

 

Language Restriction

 

The jobs can be only acquired on the basis of English or French when advertised. If any other languages are necessary the proper justification is required at the time of the application stage.

 

Unionized Positions

 

For the jobs covered by a union, the foreign worker is to be treated the same as Canadians and permanent residents and they may also covered by that union, in terms of wages and terms and conditions.

 

Employer Compliance

 

Employers must obey all general requirements of the TFWP.
